WoW Forever Frost Mage Build

A 0/0/21 Frost build for safe, steady leveling: fast Frostbolts, freezes from Frostbite and Fingers of Frost, and Ice Lance with Shatter to punish frozen targets.

0 / 0 / 21Level 30 · 21 pointsUpdated 31 October 2026 · Beta 1.60.1, hotfixes to 30 Oct

The talent trees still change between beta builds. We re-check this build on launch day (4 November 2026).

Talent descriptions come from the game client files (build 1.60.1.70707). Some talent values are applied by the game server and can differ in game; ranks marked as Classic Era data are not in the Forever client yet. The trees include the beta's server hotfixes (as of 2026-10-30) from the talentsforever.com data export (CC BY 4.0); icons and names come from the game files.

Talent order by level

  1. 10–14Improved Frostbolt×5
  2. 15–19Ice Shards×5
  3. 20–22Frostbite×3
  4. 23–24Improved Frost Nova×2
  5. 25Ice Lance
  6. 26–28Shatter×3
  7. 29Ice Block
  8. 30Fingers of Frost

Alternatives

  • Permafrost 1 instead of Fingers of Frost (the most common order on talentsforever): longer Chill effects instead of an extra freeze proc.
  • Hit-focused: Precision 3 (+6% hit with all spells) instead of Improved Frost Nova 2 and Fingers of Frost 1.
  • AoE farming: Improved Blizzard 3 for a Chill on Blizzard, at the cost of Improved Frost Nova and the 21st point.
  • Talented (+5): second rank of Fingers of Frost, Cold Snap, Frost Channeling or Arctic Reach.

Rotation & priority

  1. Frostbolt is your main spell.
  2. Ice Lance on any Frozen target or with a Fingers of Frost charge: 300% more damage, and Shatter adds 50% crit.
  3. When Frostbite freezes a target at range, follow with Frostbolt and Ice Lance.
  4. Melee mobs: Frost Nova, step back, Frostbolt and Ice Lance while they are rooted.
  5. Cone of Cold to slow and finish.
  6. Packs: Blizzard, or Frost Nova into Flamestrike and Cone of Cold or Arcane Explosion.

Stat priority

  1. Spell Power (Frost Spell Power counts too)
  2. Spell haste
  3. Spell crit (doubled crit bonus from Ice Shards)
  4. Intellect
  5. Spirit and Mp5 for leveling

How the build works

This Frost Mage build is about freezing targets and hitting them while they cannot move. Improved Frostbolt cuts 0.5 seconds off Frostbolt, and Ice Shards doubles the crit bonus of your Frost spells. Frostbite gives your Chill effects (Frostbolt, Cone of Cold) a 15% chance to Freeze for 5 seconds.

Frozen targets are where the damage comes from. Ice Lance deals 300% more damage to them, and Shatter adds 50% crit chance to every spell against a Frozen target. With Ice Shards, a shattered Ice Lance is your biggest hit. Fingers of Frost at one rank gives Chill effects a 15% chance to make your next spell treat the target as Frozen, so you get Shatter-and-Lance moments even when nothing is rooted.

We chose Fingers of Frost over Permafrost for the 21st point, the opposite of the most common talentsforever order. Ice Lance became much stronger on 30 Oct, and two other guides take Fingers of Frost at 30. Permafrost is the safer kiting pick if you prefer it. Improved Frost Nova takes 4 seconds off Frost Nova, and Ice Block is your escape when a pull goes wrong.

Leveling tips

Spend levels 10 to 14 on Improved Frostbolt and 15 to 19 on Ice Shards, then Frostbite. Ice Lance unlocks at 20 and Shatter at 25. Before Shatter, Ice Lance is only a finisher, so Frostbolt does the work.

Against melee mobs, the classic pattern still works: Frost Nova, move out, then Frostbolt and Ice Lance while they are rooted. Ice Lance now has an 8-second cooldown, so you cannot spam it on a frozen target as in some early beta guides. Frost is the best Mage spec for pulling two or three mobs at once. In dungeons, Blizzard handles packs and Ice Block covers your mistakes.

Changes in WoW Forever

Ice Lance, Fingers of Frost and the reworked Shatter are not in Classic; Frost now has a real damage loop rather than just control. The 28 Oct hotfix moved spell hit to Precision in this tree (it covers all schools). The 30 Oct hotfix raised Ice Lance’s damage against Frozen targets, added Ice Lance to Arctic Reach, made Winter’s Chill boost Cone of Cold and gave Ice Barrier a Frost damage buff.

Toward level 60

Provisional. Most level 60 plans stay almost pure Frost, adding Precision, Frost Channeling, Fingers of Frost 2, Winter’s Chill and Ice Barrier, with a few points in Arcane or Fire. Plans differ on Winter’s Chill (one point or five). Nobody has reached 60 on these trees yet.

FAQ

What is the best Frost Mage build in WoW Forever?

At level 30, 0/0/21 with Improved Frostbolt 5, Ice Shards 5, Frostbite 3, Improved Frost Nova 2, Ice Lance, Shatter 3, Ice Block and one point of Fingers of Frost. The last point is a choice between Fingers of Frost and Permafrost.

Is Frost good for leveling?

Yes. It is the most popular Mage leveling spec because freezes, slows and Ice Block keep you alive while you kill. It is slower than Arcane on a good proc streak but much more forgiving.

What stats does a Frost Mage need?

Spell Power first, then haste and crit. Ice Shards doubles your Frost crit bonus, so crit gets better as Shatter and Fingers of Frost come online.

What does the Talented Legacy perk change?

It gives up to 5 extra points by level 30. For Frost, finish Fingers of Frost and add Cold Snap, Frost Channeling or Arctic Reach.
